Apartment building management, up to 19 units
Walk-ups and small elevator buildings, run with big-building discipline.
Brooklyn · Queens · Long Island · Updated October 2026
Windsor Fine Properties manages small apartment buildings of up to 19 units in Brooklyn, Queens and Long Island. We handle leasing, rent collection, renewals, repairs, building systems and the annual compliance calendar, so a walk-up or small elevator building runs the way a well-managed larger building does.
What's specific about managing a small apartment building?
- More tenants, more moving parts. Renewals, turnovers and repair requests come in all year. We track every lease date and keep the rent roll current in your monthly statement.
- Shared building systems. A central boiler, roof, hallways, intercom and, in some buildings, an elevator serve everyone. We coordinate routine servicing and required inspections and run a 24/7 emergency line for residents.
- Common areas. Hallways, stairs, the cellar and the trash area are the owner's responsibility. We oversee the cleaning staff and vendors who keep them in order.
- Rent-stabilized units. In New York City, buildings with six or more apartments built before 1974 often have rent-stabilized units. Stabilized leases and renewals follow state rules on timing and increases, and stabilized units are registered with New York State Homes and Community Renewal (HCR) each year. We review your building's status with you.
- Violations and records. Open HPD and DOB violations follow a building, so we help you keep track of them.
Which rules commonly apply?
- Every building with three or more apartments must be registered with HPD each year. HPD notes that an owner of a building with three or more units who is not validly registered cannot bring a case for nonpayment of rent.
- Low-pressure boilers in residential buildings with more than five apartments generally need an annual inspection by an authorized inspector.
- In buildings with six or more apartments, tenants' security deposits must be held in an interest-bearing account at a New York bank.
- Annual window guard and lead paint notices, the December bed bug report to HPD, and gas piping inspections at least every four years under Local Law 152 all apply.
- Heat season runs October 1 to May 31 with indoor temperature minimums, and hot water must reach 120°F all year.
- Buildings taller than six stories need a facade inspection every five years under the Facade Inspection & Safety Program. Local Law 97 emissions limits generally apply to buildings over 25,000 gross square feet; DOB publishes a covered buildings list each year, and we check where your building stands.

Apartment buildings: frequently asked questions
What size buildings do you manage?
Buildings of up to 19 units, from two-family homes to small walk-ups and small elevator buildings. This page covers buildings with five or more apartments; smaller homes have their own page.
Do you manage rent-stabilized buildings?
Yes. Stabilized leases, renewals and annual registrations follow New York State rules, and we work within them. We review your building's status with you. This is general information, not legal advice.
Who handles the boiler and building inspections?
We coordinate required inspections of boiler, elevator and life-safety equipment with licensed inspectors, and keep the records.
Can you take over a building with tenants in place?
Yes. We start by collecting the leases, the rent roll, open violations and service records, then introduce ourselves to residents and set up online rent payment.
